A motion was made to wave the secretary's report by President Martin Salinas and seconded by Sid Mentzer.

Business:

1.  Charles Shoffstahl wishes to purchase a lease on Trout Run road, the camp

      is in bad repair. The principal lessee has died, however his wife’s name          

      remains on the lease. DCNR’s requirement is that the camp be razed and

      the lease moved to another site of the lessee’s choosing. However, Mr.

      Shoffstahl wishes the lease to remain where it is. 

2.   Delaware District Dock Issue:

      Ken Lang has requested PSCLA’s help on another dock issue. Director Greg

      Churac will be contacting Mr. Lang in the near future.

3.  Pat Lynch asked that PSCLA contact the Michaux Forest camp association 

      to try and recruit members from these camps. A number of years ago PSCLA 

      sent a delegation to Michaux for this purpose and it came to naught.  They

      simply were not interested.

4.   Richard Pugh and Tom Strickler contacted Doug Sellers with questions

      regarding tax assessments of their camps. Doug explained various    

      solutions and answered their questions.    

5.   Craig Sheaffer wishes to install electricity at his lease and would like to use

      poles. DCNR is insisting he install the lines underground. Sid Mentzer is    

      going to contact Mr. Sheaffer. 

6.   Director Greg Churac lives over three hours from our meeting point.

      PSCLA will schedule an unknown amount of meetings for Sunday

      afternoons during 2009.

7.   The general membership meeting will be held May 17, 2009 at the

      Castanea Fire Hall Picnic Grounds, adjacent to the Lock Haven Airport.

 The meeting was adjourned at 8:20 PM.

Old Business:
1.  Tax Assessment: For the first time since 1972, Clinton Co. has had a tax assessment. After a lengthy discussion, it was concluded that each owner must determine if they were assessed fairly and take action accordingly.

2.  Lessees named on the lease: Some leases have only one name listed on the lease. If this named lessee fails to pay bills, ignores warnings from DCNR or in some cases becomes deceased, other members with a financial interest are finding it very frustrating to add their names to said lease.

3.  Foresters: In the past, PSCLA has found some DCNR foresters to be examples of what a public servant should be and other foresters in some cases being downright obstinate.

4.  John Drake is a member, and still does PSCLA’s mailings; the organization appreciates this very much.

New Business:
1.  DCNR:  PSCLA, through its attorneys, has solicited DCNR for copies of all state leases under the “Right to Know Act”.
 
2.  Issues to discuss with DCNR:
Names and addresses of all lessees.
Named lessee can sell lease without notifying others.
Transfers often require repairs before lease is sold.
PSCLA wishes to conclude transfer of lease requiring purchaser to complete said repairs in one year.
Definition of financial interest.
Disparity remains as to Foresters interpreting state guidelines and application thereof.  How can this be remedied?                            
3. Tioga County:  Lessee was asked by DCNR to move to another site.   Electricity is available nearby but DCNR will not allow lessee to install poles, DCNR is requiring underground installation. The electric company will install poles, up to 300 feet, free of charge, the lessee must pay for underground installation.  PSCLA will be contacting DCNR.  

4.  Constitution and Bylaws:  PSCLA’s website has a link to our constitution and by laws but it is not accessible. This is to be taken care of.  
 
5.  Nittany Mountain Road: Two lessees can reach their cabins by using White Deer Pike but it is eight miles longer than using Nittany Mountain Road which they maintain is almost impassable. DCNR refuses to do any more maintenance on this road while Forester Amy Griffith says it is passable. Doug Sellers is working with these two lessees. Both of these lessees are located on Running Gap Road.
 
6.  Backstop: One of the lessees located on Running Gap Road is not allowed to maintain a backstop. The Forester denied the request citing that the lessee was shooting across his driveway access and there was no natural backstop. Doug Sellers is also handling this.

Membership Committee Report by Dick McKinney:         

Dick McKinney reported the membership.  For a copy, please contact  Membership Chair Dick McKinney.

Old Business:

1.  Political Newsletter:  President Salinas will send a newsletter to all PA legislators. The newsletter is to be a brief summarization of who and what PSCLA is and asking them to join our organization.

2.  May 24th is to be the spring general membership meeting.  It should be noted that this is a Saturday instead of a Sunday. Refreshments will be served at noon and the meeting will commence at 1:00 PM at the Castanea Picnic Grounds. 

3.  Garbage Issues:  Gibson and Lumber townships in Cameron County.  President Salinas and Dick McKinney will attend supervisor’s meeting in both townships and present their findings at the May meeting if possible. 

4.   DCNR Right to Know:  PSCLA will be asking DCNR for an updated list of lessee’s names and addresses. 

 5.   PSCLA’s attendance at the snowmobile and ATV shows did not provide the results that PSCLA staff were seeking nor did some of the advertisements in various newspapers and magazines. There are no plans to continue this practice in the future.

 6.   PSCLA will post no more advertisements in our newsletter.  They were deemed to be too problematic.

 7.   Wilderness and Natural Areas:  President Salinas will be discussing with DCNR the prohibition of physical additions and outbuildings to camps in these areas.  Please do not confuse this with the addition of names to the existing lease.

 8.   Selling of Camp Leases:  Two instances have occurred where a lease was sold without the consent of all or some members of a camp.  PSCLA will be asking DCNR to require a notarized affidavit signed by all members listed on a lease. 

 
New Business:

 1.   Web Page Updates:   PSCLA has received some complaints that our web page has not been updated.  We will resolve this issue as soon as possible. 

2.   April 1st is the deadline to submit the newsletter to the printer.

3.   Fire Tower Road - Lycoming County:  Part of this state road was allegedly destroyed by a logging firm, half of which is maintained by DCNR and the other half maintained by the local township. Neither will repair the road.  It provides a major route of access to area camps. This has occurred in Mike Walker’s district and he has agreed to ascertain what help PSCLA can provide.
4.  Gas Drilling on State Land:  A lessee has asked that we try to stop this drilling.  PSCLA feels this is a battle we cannot win and will take no action on the matter. 

5.   Dick McKinney, membership chair, asked that a reminder of the expiration date of dues be inserted into the next newsletter. 
6.  Woods and Waters:  PSCLA will renew our membership in this worthwhile organization.  

7.  The next newsletter will also contain a list of all donations received thus far.
