Membership Committee Report by Dick McKinney:         

Dick McKinney reported that membership is 1485.

Old Business:

1.  Roger Nye wanted to add an addition to his camp. DCNR denied this request because of a very recent change in the DCNR policy. This change prohibits any additions or major reconstruction to any lease in a natural or wilderness area. President Salinas is to contact Mike Lester in an attempt to reverse this policy change.

 

New Business:

 

1.   Cissy Riggle, a long time employee of DCNR, was recently killed in an auto accident while on vacation. PSCLA contacted DCNR to offer our condolences and offer our help in any way. 

 
2.   Gypsy Moth spraying: PSCLA has declined to expend money for this. 
 
3.   Dick Lauclee-Road Closings:  This complaint comes from a lessee in the Loyalsock District but mirrors complaints from many other areas of the state. That DCNR either gates or refuses to maintain roads previously under their care. PSCLA will contact DCNR to see what can be done. 
 
4.   Topographical Maps: After much discussion, PSCLA will purchase a complete set . 
 
5.   District Forest Ads: President Salinas sent PSCLA advertisements to be listed in all 20 DCNR district’s newsletters. Only one district responded that they would include our ad in the newsletter. 
 
6.    New Ads: PSCLA shall advertise in the following publications. Outdoor Times, Outdoor News and Unified Sportsmen of Pa. The  cost will be announced later when the exact totals are known.  Only approximate costs were given at this meeting.  Salinas made motion to accept, McKinney seconded, brought to a general vote, unanimous ayes.
 
7.   Girard Township:  No news to report, President Salinas will contact them.
 
8.   Upcoming DCNR meetings: Recreational Advisory Committee. Tom Livingston will, as usual, attend this meeting which will be held September 6th at the Boalsburg Fire Hall at 10 a.m.
 
Renovo Elementary School. This is a public DCNR meeting on September the 16th.  Salinas and McKinney will attend.
 
Director Kephart suggested that all directors contact the district foresters of the districts they are responsible for and find out if and when there are public meetings in said districts. President Salinas said he would contact the district foresters.
 
9.   Leases in Danger:  President Salinas will contact DCNR and offer our help in notifying lessees whose lease is about to be terminated for whatever reason. PSCLA is trying to prevent the loss of any more leases. 
 
10.  President Salinas made a motion to allocate $100 per agency to comb the tax rolls to find lessees’ addresses in each county. No seconds. Salinas withdrew the motion.
 
11.  Harrisburg: PSCLA wishes to send a one page letter to all lawmakers in Harrisburg. This letter would state that we, in fact, do exist, what we stand for and the political impact we wield.
 
12.  President Salinas will attempt to have an impromptu meeting in the near future with Dr. Grace.
 
13.   Fall meeting is tentatively scheduled for October 28th, Southern Clinton County Sportsmen’s Club.

Dick McKinney reported that membership is 1490


 

Old Business:
1.  Girard Township:  Martin Salinas and Dick McKinney attended the township meeting concerning the recreational use tax imposed on state camp owners.  Additionally PSCLA’s attorney and the attorney for Girard Township met on April 12th to question the legality of this tax. No resolution as of yet. +
2.  Governor’s Outdoor Confernece:  Martin Salinas attended this meeting and found that the state is pushing for innercity/minorities to use the state forest.  A second session focused on the use of the state forest by many different groups and how best to share the forest.


 

New Business:

 

1.  Door prizes: Motion was made by Dick  McKinney and Sid Mentzer seconded to procure items to be sold and given away at the membership meeting in May.
 
2. Leases Lost: Some district foresters maintain lists of people wanting to purchase camps and then refers to these lists when camps owners wish to sell, completely ignoring the privacy act.  Why can’t PSCLA be contacted by the DF’s when a lease is in danger of not being renewed due to neglect?
 

3. Advertisements: PSCLA is going to start advertising in publications such as Pa Outdoor News, Pa Outdoor Times, bargain sheets and Unified Sportsmen of Pa. Given to a vote the result was aye. 
 
4. Districts: Some local district foresters send out a yearly newsletter to state lease owners in their respective districts. Every director is requested to contact the DF in the district(s) they are responsible for and attempt to place a small advertisement requesting membership in these newsletters.
 
5. Recreational Advisory Committee: Does PSCLA still have a chair on this committee and does Tom Livingstone still attend?
 

 

6. A camp owner received a letter from DCNR stating that to have pressurized water into his leased camp he must install a grey water holding tank. DCNR has said in prior meetings with them that lease camp owners must satisfy the local sewage enforcement officer, not DCNR.

Old Business:
1.  Gerard Township: Dick McKinney and Martin Salinas will attend the supervisors meeting in this township next Thursday the 15th at 7:00 PM.  

 
2.  Spring 2007 Meeting:  The spring meeting will be on May the 20th at 1:00 PM.
3.  Property Rights Foundation of America:  This organization wrote the article about camp confiscation in New York state. Doug Sellers volunteered to contact this organization and invite a speaker for the spring meeting. Salinas made motion, Fox seconded. 4.  Martin is going to purchase CDROM topo maps from Ben Meadows.
 
New Business:
1.  We need to confirm that the PSCLA website has been updated.  Dick McKinney will do so.


 
2.  Complaint from Lumber Towshp, Cameron County, Elk District. A lessee has contacted PSCLA and informed us that this township is charging a monthly fee of $100 for garbage disposal. Lessee does not use this disposal site and asks what can PSCLA do.  Martin Salinas agreed to investigate further. 
 
3.  Material must be into the printer by March 15th. 
 
4.  Governor’s Outdoor Recreation Conference: PSCLA very much desires to maintain a presence on this committee, and to that extent, Martin Salinas will try and secure a permanent two seats at these meetings. Ron Kephart, Doug Sellers and Chris Fox all volunteered to attend this first meeting. 
 
5.  March Meeting:  There will be no March meeting.

Membership Committee Report by Dick McKinney:
Dick McKinney reported that membership is 737.
 
A motion was made to waive the secretary's report.  Sid Mentzer approved and Martin Salinas seconded.
 
 
Old Business:
There was no old business.
 
New Business:
1.  Dick McKinney noted that members are complaining that they receive no invoice when paying their dues.  Committee staff members will be working on a possible solution to the dues problem prior to the next meeting. 

 
2.  Due to holiday and personal conflicts, no one was able to attend this meeting but  a representative of PSCLA will attend the next.
 
3.  New land acquired in New York state but access denied.  This info will be in the newsletter, for anyone unfamiliar please contact me and I will email you the entire article.
 
4.  Road closures and roads only opened during hunting season. PSCLA wishes to pursue this matter further in the hopes that some of these roads can have maintenance performed to bring them up to present standards that they can be opened to all legally registered vehicular traffic.
 
5.  Topo maps:  Martin wishes to purchase programs that are computer driven so that GPS coordinates for individual camps may be entered.
 
6.  John Green made a motion that we make a monetary  donation of $100 each to two organizations. These being the Concerned Sportsmen of Pa and the Three Points Sportsmens Club, both of which made unsolicited  monetary donations to PSCLA when it was in its infancy.  Chris Fox seconded, brought to a vote, it was a unanimous aye. 
 
7.  General Lease Problem:  If you are the contact person on a camp lease, you may legally sell the lease without the knowledge of the other concerned lessees. PSCLA would like to have DCNR require that the contact person produce proof that other concerned lessees are aware and approve of said sale.
 
8.  Tracey McCloskey needs an update of the newest directors and their assigned districts.   PSCLA is working on it.
 
9.  Please remember to bring some ideas on presenting a camp membership and ideas for speakers/groups for the spring meeting.
